The District Chief Executive for Sawla-Tuna-Kalba District, Hon. Sinkina Saaka, has delivered the 2026 First Ordinary Sessional Address to the District Assembly, highlighting progress in governance, peace, and development across the district.
Speaking on Tuesday at the District Assembly Conference Hall during the First Ordinary General Assembly Meeting of the Fourth Session of the Fifth Assembly, Hon. Saaka said the address was presented in accordance with the Local Governance Act, 2016 (Act 936).
The DCE opened his address by announcing the demise of *Hon. Dari Francis, Assembly Member for Gbiniyiri Electoral Area, who died on Tuesday, April 21, 2026 in a motor accident while responding to a duty call.
The House observed a minute of silence in his memory.
“May his soul rest in perfect peace,” Hon. Saaka said.
Hon. Saaka congratulated the Presiding Member on his re-election, describing it as a reflection of the trust and confidence reposed in him by Assembly Members.
He applauded several initiatives by the Presiding Member, including the embossment of the Assembly’s name on the Assembly building and the framing of portraits of all former DCEs, including his own, which are displayed in his office.
The DCE also recognized the donation of a multipurpose machine to Sawla Hospital and the Presiding Member’s advocacy for the welfare of Assembly Members.
“These interventions reflect your passion for service, humility, and commitment to the growth of this Assembly,” he noted.
On national development, Hon. Saaka stated that the Government of His Excellency John Dramani Mahama is making positive strides in stabilizing the economy through the Resetting Ghana Agenda.
He explained that the agenda seeks to restore confidence in public institutions, improve service delivery, expand infrastructure, create opportunities for citizens, and improve the overall wellbeing of Ghanaians.
“The projects and interventions being undertaken in our district are clear manifestations of this national vision,” he said.
Despite resource constraints, the DCE said the Assembly remains committed to implementing its Annual Action Plan and Medium-Term Development Agenda.
He reported that development programs were executed during the period under review in *
Peace and Security, Education, Health, Water and Sanitation, Agriculture, Roads, and Electricity.
On peace and security, Hon. Saaka reported that the district has generally remained peaceful during the period under review.
He attributed this to the collaborative efforts of the District Security Committee (DISEC) and Traditional Authorities.
He appealed for the timely release of funds to enable the Assembly to execute more planned interventions across the district.
The meeting was attended by the Assembly Members, Heads of Departments, Traditional Authorities, Security Agencies, and the media.
