The Lobi Council of Elders (LoCOE) has called for calm, a truce between the affected community and security agencies, and an independent investigation into the events that occurred at Gindabour in the Sawla District of the Savannah Region on September 16, 2026.
The incident reportedly resulted in the deaths of a teacher and General Constable Redeemer Owusu, as well as injuries, displacement and destruction of property.
In a statement issued on Saturday 19th September, 2026 and signed by its Secretary, Thomas Boadi Soyori, the Council expressed concern over the tension and uncertainty created by the incident and its aftermath.
The Council extended condolences to the family, colleagues and students of the deceased teacher, as well as the Ghana Education Service.
It also expressed sympathy to the family of General Constable Owusu and the Ghana Police Service, describing his death in the line of duty as a loss to his family, colleagues and the nation.
The Lobi Council of Elders said differing accounts of the events had emerged and cautioned against condemning individuals or institutions before the facts had been established.
It therefore called for an “independent, comprehensive and transparent investigation” into the circumstances surrounding the deaths and all related incidents before, during and after the confrontation.
The Lobi Council of Elders urged community members, witnesses, security agencies and public institutions to cooperate fully with investigators to ensure that the facts were established “without fear or favour.”
It also called for respect for the constitutional rights of persons arrested or placed under investigation, including access to due process and a fair and speedy hearing.
Beyond the investigation, the Council appealed for immediate measures to restore security and normalcy in Gindabour and surrounding communities and as well called for humanitarian assistance and protection for people displaced or otherwise affected by the incident.
The elders specifically appealed for a truce between the affected community and security agencies while investigations continue.
“Retaliation, reprisals, inflammatory statements and acts of violence will only deepen wounds and complicate efforts to establish the truth,” the Council said.
The Lobi Council of Elders further urged the Ministry of the Interior, the Inspector-General of Police, the Savannah Regional Security Council (RECSEC), the District Security Council (DISEC) and other stakeholders to work together to de-escalate tensions and promote peace.
It reaffirmed its commitment to justice, peaceful coexistence and respect for the rule of law, saying the deaths of the teacher and police officer should be honoured through a credible investigation, accountability where necessary and efforts to prevent further loss of life.
The Council concluded by offering prayers for the repose of the deceased and comfort for their families.
